Appropriates $51,407,050 to the Board of Trustees of Eastern Illinois University for fiscal year ending June 30, 2010, comprised of $51,402,800 from General Funds and $4,250 from Other State Funds.

Allocates $47,609,500 from the General Revenue Fund for ordinary and contingent expenses, including $45,509,500 for personal services, $1,000,000 for contractual services, $300,000 for commodities, $500,000 for equipment, and $300,000 for telecommunications services.

Appropriates $4,250 from the State College and University Trust Fund for scholarship grant awards in accordance with Public Act 91-0083.

Provides $2,957,000 from the General Revenue Fund for personal services under Title XIV of the American Recovery and Reinvestment Act of 2009.

Provides $836,300 from the General Revenue Fund for personal services under Title XIV (Other Government Services) of the American Recovery and Reinvestment Act of 2009.

Takes effect July 1, 2009.
