Appropriates $52,176,100 total to the Department of Military Affairs for fiscal year beginning July 1, 2009, comprised of $17,785,100 in General Funds, $6,432,000 in Other State Funds, and $27,959,000 in Federal Funds.

Allocates $4,893,100 from General Revenue Fund for Office of the Adjutant General operations, including $1,323,700 for personal services and $3,116,700 for Lincoln's Challenge program.

Allocates $10,634,600 from General Revenue Fund for Facilities Operations including $5,338,000 for personal services and $4,192,400 for contractual services.

Appropriates additional funds for specific purposes: $11,500,000 for Army National Guard Facilities operations, $528,800 for Bartonville and Kankakee armories, $7,400 for historic artifact preservation, and $2,250,000 transfer to Illinois Military Family Relief Fund.

Takes effect July 1, 2009.
