Appropriates $102,974,900 from the General Revenue Fund to Northern Illinois University for ordinary and contingent expenses for fiscal year ending June 30, 2010, including personal services ($89,618,100), group insurance ($2,286,200), contractual services ($6,380,300), and other operational costs.

Appropriates $36,000 from the State College and University Trust Fund to Northern Illinois University for scholarship grant awards in accordance with Public Act 91-0083.

Appropriates $4,456,200 from the General Revenue Fund for personal services pursuant to Title XIV of the American Recovery and Reinvestment Act of 2009.

Appropriates $1,758,100 from the General Revenue Fund for personal services pursuant to Title XIV (Other Government Services) of the American Recovery and Reinvestment Act of 2009.

Takes effect July 1, 2009, with total appropriations of $109,225,200 for Northern Illinois University.
