Appropriates $50,107,650 total to the State Board of Elections for ordinary and contingent expenses across seven departments: The Board, Administration, Elections, General Counsel, Campaign Disclosure, and Information Technology.

Allocates $12,769,550 to Elections division including $2,700,000 for election day judges, $1,096,300 for Voting Systems Integrity and Testing Center, $1,300,000 for early voting activities, and $3,174,500 for Illinois Voter Registration System (IVRS) support.

Reappropriates $29,500,000 from the Help Illinois Vote Fund for Help America Vote Act implementation, including $20,700,000 for local election authorities, $3,500,000 for statewide voter registration system maintenance, and $5,100,000 for administrative costs.

Appropriates $1,587,400 from General Revenue Fund for redevelopment of IDIS campaign disclosure and reporting application technology.

Appropriates $1,500,000 from State Board of Elections Federal Trust Fund for federal EAC Data Collection Grant activities; effective July 1, 2009.
