Appropriates $53,681,300 from the General Revenue Fund to Eastern Illinois University for the fiscal year ending June 30, 2010, including $51,581,300 for personal services, $1,000,000 for contractual services, $300,000 for commodities, $500,000 for equipment, and $300,000 for telecommunications services.

Appropriates $4,250 from the State College and University Trust Fund for scholarship grant awards in accordance with Public Act 91-83.

Reappropriates $1,346,621 from the Capital Development Fund for equipment purchases related to the renovation and expansion of the Fine Arts Center, contingent upon written approval from the Governor before any contracts or obligations are incurred.

Takes effect July 1, 2009.
