• Appropriates $60,000,000 for a 5% cost-of-doing-business increase in rates paid to private sector agencies serving individuals with developmental disabilities, including wages for direct support and non-executive staff.

• Appropriates $26,680,000 for a contemporary and competitive benefit package for direct support staff in private sector agencies serving individuals with developmental disabilities.

• Appropriates $30,000,000 for a 5% cost-of-doing-business increase in rates paid to private sector agencies serving individuals with mental illness, and $13,320,000 for a benefit package for non-executive staff in those agencies.

• Appropriates $8,900,000 to restore grant funding reserved by the Department of Human Services during fiscal year 2009.

• Appropriates $39,200,000 and $21,900,000 for specialized services including transportation components for Community Integrated Living Arrangements, nursing services, Developmental Training transportation, Medicaid rehabilitation options, and community service grant programs.

• Takes effect July 1, 2009.
