IL SB2459

Amends the Public Building Commission Act to establish procedures for design-build project delivery, including requirements for solicitation, evaluation, and selection of design-build entities.

Allows the Commission to award design-build contracts to qualified entities offering the best value considering quality, cost, and proposed completion time, with evaluation based on specified technical and qualifications criteria.

Authorizes the Commission to enter into competitive negotiations with qualified design-build entities and requires maintaining evaluation records that must be disclosed in case of protests.

Adds "landscape architect design professional" to the definition of design professionals and requires design-build proposals to include plans for minority and women business enterprise utilization.

Repeals Section 20.10 and establishes an effective date of immediate implementation; design-build provisions are scheduled to expire 5 years after the 95th General Assembly's effective date.
