IL SB2605

Amends the Abused and Neglected Child Reporting Act to clarify the definition of "subject of report" to include both the alleged victim of child abuse or neglect and the parent, guardian, or other person responsible for the victim's welfare who is named as an alleged perpetrator in the report.

Revises language to specify that persons included in the central register of child abuse and neglect are those named in the report or added to the report as alleged perpetrators, rather than simply "other persons responsible" mentioned in the report.

Maintains existing definitions of "abused child" and "neglected child," including physical injury, sexual offenses, torture, excessive corporal punishment, female genital mutilation, and illegal distribution of controlled substances to minors.

Preserves exceptions protecting children from being classified as abused or neglected when relinquished under the Abandoned Newborn Infant Protection Act, left with adult relatives, treated by spiritual means through prayer alone, or not attending school.
