Extends the duration of Illinois Enterprise Zones from 30 calendar years to 50 calendar years, or for a shorter period if specified in the certified designating ordinance.

Allows municipalities or counties to designate military bases (current or closed within 20 years) as enterprise zones if they meet other enterprise zone qualifications.

Makes conforming changes to the Public Utilities Act by increasing the utility tax exemption period from 30 years to 50 years for businesses located in enterprise zones.

Exemption period for businesses retaining 300+ manufacturing jobs in high-unemployment areas (above 9%) is limited to 50 years maximum.

Takes effect immediately upon becoming law.
