Changes the general primary election date from the first Tuesday in February to the last Tuesday in June of even-numbered years.

Modifies the deadline for judges seeking retention to file declarations from the first Monday in December to the last Monday in April before the general election.

Shifts the newsletter and brochure blackout period for legislators from December 15 to May 8 of election years, aligning with the new June primary election date.

Makes conforming changes to the Legislative Printing Unit's restrictions on printing and mailing newsletters and brochures during election periods.

Effective January 1, 2011.
