Amends the Illinois Enterprise Zone Act to allow enterprise zones established before this act's effective date to expand their boundaries until December 31, 2012

Expansion territory must have had an average unemployment rate in the previous calendar year of more than 10% or 120% of the state's annual average unemployment rate for that year, whichever is less

Expanded zone area must meet existing criteria including being contiguous, comprising one-half to 12 square miles (or up to 15 square miles in certain multi-jurisdiction cases), and being a depressed area

Redefines unemployment criteria to include all persons not currently employed who have exhausted unemployment benefits, regardless of whether they are actively seeking employment

Takes effect upon becoming law
