Creates the Music Therapist Registration Act requiring music therapy practitioners in Illinois to register with the Department of Financial and Professional Regulation starting 6 months after the act's effective date (November 1, 2011).

Establishes a 5-member Music Therapy Committee (3 registered music therapists and 2 lay members) to advise the Department on registration, education, continuing education requirements, and disciplinary matters.

Sets registration qualifications including: minimum age 18, good moral character, completion of American Music Therapy Association-approved baccalaureate program, minimum 1,200 hours clinical training (180 pre-internship and 900 internship hours), and passing the Certification Board for Music Therapists board certification exam.

Requires registered music therapists to renew registration every 5 years by completing minimum 100 hours of music therapy service and 100 hours of continuing music therapy education programs.

Provides exemptions from registration for licensed professionals performing music therapy incidentally, students in approved programs under supervision, federally employed music therapists performing official duties, and those with national certifications who do not claim to be registered in Illinois.
