Amends the Bingo License and Tax Act to allow senior citizens organizations and units of local government to conduct bingo without a license or fee, subject to specific conditions.

Permits bingo in facilities owned by local government that provide social services or meeting places to seniors, or in common areas of federally assisted rental housing for elderly and handicapped residents, with corporate authority approval.

Sets maximum bingo card price at 50 cents and increases maximum aggregate retail value of prizes per game from $5 to $10 for unlicensed senior and local government bingo operations.

Requires participants in unlicensed bingo operations to be eligible for licensing and prohibits use of bingo equipment for purposes other than playing bingo.

Takes effect upon becoming law.
