IL SB3016

Amends the State Prompt Payment Act to expand the definition of "proper bill or invoice" to include periodic payments required under contracts and construction contracts based on progress measurements.

Establishes that a "proper bill or invoice" for periodic progress payments is deemed to exist upon completion of the contractual periodic measurements of work progress.

Requires that if defects are subsequently discovered in progress payment bills or invoices, payment shall be made in accordance with the Act's provisions for notice of defects under Section 3-2(1.1).

Applies to state officials and agencies authorized to pay for goods or services furnished to the State from state funds and appropriations.

Takes effect immediately upon becoming law.
