Amends the Illinois Dental Practice Act to require dental colleges and schools to be accredited by the Commission on Dental Accreditation of the American Dental Association and removes the "before graduation" language from educational requirements.

Relocates provisions requiring additional testing, training, or remedial education for individuals who have not actively practiced dentistry or been a dental student during the 5 years preceding application from subsection (d) to subsection (e).

Creates a new temporary permit system allowing the Department to authorize out-of-state licensed dentists and dental hygienists to practice without compensation in specified areas for up to 10 consecutive days per year if the Department determines their services will improve Illinois resident welfare and they meet other qualifications.

Exempts temporary permit applicants from examination requirements under Section 9(e) of the Act.

Authorizes the Department Secretary to summarily terminate temporary permits without a hearing if continuation would pose imminent danger to the public, and allows penalties up to $1,000 and notification to other states where the permit holder is licensed.
