Amends the Department of Veterans Affairs Act to expand the definition of "veterans service organization" by changing the requirement from being chartered by the United States Congress AND incorporated in Illinois to being chartered by Congress OR incorporated in Illinois.

Establishes the Veterans Service Organization Reimbursement Fund to make quarterly payments to eligible veterans service organizations at a rate of $0.010 per dollar of benefits obtained for veterans and their families.

Requires veterans service organizations to document benefits obtained and submit quarterly reports to the Department of Veterans Affairs within 15 days of each quarter ending to receive reimbursement payments.

Limits Department administrative use of fund moneys to no more than 10% and excludes health care benefits from reimbursement calculations.

Allows the Department to transfer up to $1,000,000 from appropriated moneys into the Illinois Veterans Assistance Fund for grants to veterans service organizations.
