Eliminates the Wireless Carrier Reimbursement Fund and redirects all wireless carrier surcharge revenue to the Wireless Service Emergency Fund effective July 1, 2010.

Changes surcharge distribution from $0.1475 to the Wireless Carrier Reimbursement Fund and $0.5825 to the Wireless Service Emergency Fund to 100% deposited into the Wireless Service Emergency Fund for surcharges received on or after the effective date.

Requires the Illinois Commerce Commission to calculate remaining funds in the Wireless Carrier Reimbursement Fund and direct transfer of those funds to the Wireless Service Emergency Fund by the State Treasurer and Comptroller.

Repeals provisions in the State Finance Act (30 ILCS 105/5.531) and Wireless Emergency Telephone Safety Act (50 ILCS 751/30 and 751/35) concerning the Wireless Carrier Reimbursement Fund.

Removes references to the Wireless Carrier Reimbursement Fund from wireless carrier recovery provisions and the Auditor General's annual audit requirements.
