Amends the Correctional Budget and Impact Note Act to require budget and impact notes for bills creating new criminal offenses or enhancing penalties that may result in commitment to the Department of Juvenile Justice, juvenile detention facilities, probation, intermediate sanctions, or community service.

Changes the trigger for preparing impact notes from "upon request of the sponsor" to automatic "upon filing" of qualifying bills, requiring sponsors to inform relevant departments when bills are filed.

Requires bill sponsors to file a written statement within 5 days after receiving the impact note identifying preferred funding sources—either specifying new revenue sources or identifying specific budget line items to reduce.

Designates the Director of Juvenile Justice alongside the Director of Corrections and Director of the Administrative Office of the Illinois Courts as responsible for preparing written impact statements.

Requires impact notes to include cost breakdowns for personnel, room and board, and capital outlay, and mandates floor amendments that trigger impact note requirements include budget and population impact statements with funding source identification.
