Reduces the data overwriting requirement for State-owned electronic equipment from 10 times to 3 times before the equipment is sold, donated, transferred, or relinquished

Maintains the requirement that overwriting be certified in writing with documentation including the equipment's serial number, name of overwriting software used, and name, date, and signature of the person performing the process

Applies the data clearing requirements to the Department, authorized agencies, and public universities in Illinois

Requires State agency heads to establish systems for protecting and preserving State data on electronic equipment when relinquished to successor administrations

Takes effect immediately upon becoming law
