Illinois establishes the Commission to End Hunger with authority granted to the Department of Human Services to create and oversee the commission.

Commission composition includes up to 21 voting members: 4 from General Assembly (2 House, 2 Senate), 2 government representatives (Governor and Lieutenant Governor offices), 15 public members representing food banks, anti-poverty organizations, and advocacy groups for children, seniors, homeless persons, and other populations, plus 6 ex-officio state agency representatives.

Commission shall develop biennial action plans to address hunger, identify funding sources and barriers to food access, promote public-private partnerships, establish performance benchmarks, and report progress to the Governor and General Assembly.

Commission members serve without compensation and bear their own travel costs; the state incurs no additional costs as a food bank representative serving as co-chair handles coordination and administrative duties.

Full Commission meets at least twice annually with an interim report due 12 months after first meeting; subsequent annual reports track progress toward ending hunger in Illinois.
