Changes the date of the general primary election from the first Tuesday in February to the last Tuesday in May in even-numbered years.

Moves the filing deadline for judicial retention declarations from the first Monday in December to the last Monday in March before the general election.

Adjusts the restricted mailing period for newsletters and brochures paid with state funds from December 15 through the day after the general primary election to April 15 through the day after the general primary election.

Makes conforming changes to the Legislative Printing Unit's restrictions on printing newsletters and brochures during election periods to align with the new May primary election date.
