Creates the DCFS Children's Mental Health Services Trust Fund in the State Treasury, effective upon the bill becoming law.

Deposits federal Medicaid funds (Title XIX and Title XXI of Social Security Act) received by the state for child welfare services delivered by community mental health providers directly into the Trust Fund.

Includes federal revenues from conversion of providers from comprehensive rate to fee-for-service payment methodology and subsequent revenue maximization initiatives, plus any interest earned.

Prohibits the Trust Fund from being subject to state sweeps, administrative charge-backs, or other fiscal maneuvers that would transfer funds to other state funds.

Requires the Department of Children and Family Services to submit annual reports to the Governor and General Assembly by October 1, detailing total revenues and expenditures, with reports published on the department's website at least one week before presentation to the legislature.
