Appropriates $44,477,500 from the Student Loan Operating Fund to the Illinois Student Assistance Commission for administration, including personal services, employee benefits, contractual services, and operating expenses.

Appropriates $402,007,100 from the Education Assistance Fund for Monetary Award Program grant awards to eligible students.

Appropriates $10,000,000 from the Education Assistance Fund for military veterans' scholarships at state-controlled universities and public community colleges.

Appropriates $20,705,000 from the General Revenue Fund for various grants and scholarships, including matching grants, policemen/firemen dependent scholarships, National Guard scholarships, minority teacher scholarships, and Illinois Incentive for Access grants.

Establishes appropriations from multiple additional funds totaling millions for programs including teacher loan repayment, nursing education, federal loan operations, Robert C. Byrd Honors Scholarships, and Federal College Access Challenge Grants, with an effective date of July 1, 2010.
