Deletes language allowing the State to subsidize health insurance coverage costs under the Comprehensive Health Insurance Plan.

Changes references from "appropriated funds" to "assessments" throughout the Act regarding board powers and eligibility provisions.

Removes provision requiring the General Assembly to appropriate funds to recoup deficits for eligible persons, instead making deficits subject to insurer assessments.

Modifies the definition of "dependent" to raise the age limit for unmarried children from 19 to 26 years and adds coverage for unmarried children under 30 who are veterans with honorable discharge.

Effective immediately upon becoming law.
