Amends the Environmental Protection Act to establish mercury emission standards for coal-fired electricity generating units in Illinois, effective July 1, 2013.

Requires affected sources to meet either 0.6 pounds of mercury per trillion BTU of heat input or achieve a 90% reduction of mercury from inlet conditions, whichever is more readily achievable.

Allows owners/operators unable to comply through existing control technologies to apply to the Agency for an alternative emissions limit based on quarterly stack test results, with the Agency establishing limits by April 1, 2015.

Requires compliance demonstrations through EPA Method 29 stack tests conducted quarterly or continuous emission monitors if commercially available, with results reported to the Agency.

Authorizes the Agency to review and potentially impose more stringent mercury emission limits on or after July 1, 2017, and to adopt necessary implementation rules.
