Establishes a quality workforce initiative for community service providers serving individuals with developmental disabilities, effective July 1, 2010.

Permits the Department of Human Services to reimburse community providers for increased wages and benefits to direct care workers, with per diem increases capped at $7.00 annually ($8.00 for facilities with 4 or fewer beds).

Permits the Department of Healthcare and Family Services to reimburse intermediate care facilities for developmental disabilities for improved wages and benefits, with per diem increases capped at $5.00 annually for facilities with more than 16 beds and $6.00 for facilities with 16 or fewer beds.

Requires providers and facilities to submit written, legally binding commitments by January 1 each year documenting planned wage and benefit increases, with enforcement mechanisms available to employees.

Makes reimbursement subject to audit, with reductions or elimination for facilities that fail to honor commitments or decrease employee wages and benefits.
