Amends the Environmental Protection Act to establish procedures for site investigation and corrective action for leaking underground storage tanks, requiring owners/operators to submit plans for Agency approval within specified timeframes.

Creates a tiered approach to remediation objectives under Board rules, with corrective action activities limited to Tier 2 objectives no more stringent than Tier 1, industrial/commercial property remediation objectives unless property is residential, groundwater ordinances as institutional controls, and on-site groundwater use restrictions.

Reduces the deductible for underground storage tank releases reported on or after the bill's effective date from $10,000-$100,000 to a flat $5,000 deductible for accessing the Underground Storage Tank Fund for corrective action costs.

Establishes competitive sealed bidding process requirements for determining reasonableness of corrective action costs, including public notice at least 14 days before bid opening, public bid opening with witnesses, and documentation retained for minimum of 3 years.

Allows the Agency to commit up to $10,000,000 annually from the Underground Storage Tank Fund for corrective action costs at "legacy sites" meeting specified criteria such as free product presence, contamination in protected water areas, or contamination extending beyond the release site.
