• Changes Section 5-10 of the Alcoholism and Other Drug Abuse and Dependency Act to require the Illinois Department of Human Services to prepare, publish, and disseminate educational materials about alcoholism and drug abuse and dependency.

• Mandates that educational materials shall include pamphlets describing the causes and effects of fetal alcohol syndrome, which the Department may distribute free of charge to county clerks.

• Requires county clerks to provide fetal alcohol syndrome pamphlets to all marriage license recipients in their county.

• Takes effect immediately upon becoming law.
