Amends the Comprehensive Health Insurance Plan Act to change how plan deficits for eligible persons are funded, replacing General Assembly appropriations with assessments on all insurers.

Requires the Board to assess all insurers within 90 days of the bill's effective date and within the first quarter of each fiscal year thereafter for anticipated deficits.

Allows the Board to make up to 4 additional assessments per year to cover unanticipated deficits, implementation expenses, and cash flow needs.

Establishes assessment calculation based on each insurer's direct Illinois premiums as a fraction of total industry premiums, with procedures for appeals and abatement.

Takes effect immediately upon becoming law.
