Separates the Illinois Gaming Board from the Department of Revenue, establishing it as an independent agency directly responsible to the Governor with its own budget and staff.

Creates an Executive Inspector General for gaming activities appointed by the Governor (subject to Senate confirmation) with jurisdiction over the Illinois Gaming Board and its employees.

Establishes a Nomination Panel composed of Executive Ethics Commissioners to recommend candidates for Board membership; the Governor selects 5 members from 15 nominees, subject to Senate confirmation by two-thirds vote.

Implements comprehensive ethics provisions including conflict of interest restrictions, gift bans, gambling prohibitions, outside employment restrictions, and ex parte communication bans for Board members, Nomination Panel members, and employees; violations are Class 4 felonies.

Changes Board member requirements to include former judges, law enforcement professionals, certified public accountants, and business executives; requires full-time service with no other compensated employment.
