IL SB3399

Amends the Illinois Procurement Code (30 ILCS 500/30-30) to remove the 2012 expiration date for the Capital Development Board's authority to waive separate bid requirements for construction contracts exceeding $250,000.

Allows the Capital Development Board to permanently waive the requirement for separate specifications and bidding on five subdivisions of work (plumbing, heating/piping/refrigeration, ventilating systems, electric wiring, and general contract work) for projects meeting specified criteria.

Requires projects seeking waivers to have budgets of at least $20,000,000 and mandates public hearings, prequalification of bidders, identification of subcontractors, and annual reporting to the Governor and General Assembly.

Limits the Capital Development Board to awarding no more than $100,000,000 in aggregate annual contract value under the waiver authority and requires compliance with disadvantaged business and equal employment practices.

Takes effect immediately upon becoming law.
