Establishes the Music Entertainment Pyrotechnics Task Force to study pyrotechnic displays and services in indoor and outdoor music entertainment venues in Illinois

Task Force shall study who can provide pyrotechnic services, appropriate insurance policies, and recommend changes to the Pyrotechnic Distributor and Operator Licensing Act

Increases Task Force membership from 5 to 9 members: Speaker of House appoints 2, House Minority Leader appoints 2, Senate President appoints 2, Senate Minority Leader appoints 2, and State Fire Marshal appoints 1

Task Force members serve without compensation and receive staffing and administrative support from the Office of the State Fire Marshal

Task Force must report findings and recommendations to the House of Representatives by January 1, 2011, after which it is dissolved; the section is repealed July 1, 2011
