Authorizes the Director of the Department of Natural Resources to transfer real property to the City of Galena, Jo Daviess County, for $1.00 via quit claim deed, comprising eight tracts totaling approximately 25.470 acres in Rice Township, formerly known as Chicago and North Western Transportation Company right-of-way.

Authorizes the Director of the Department of Natural Resources to transfer real property to Sangamon County for $1.00 via quit claim deed, consisting of the abandoned Madison Subdivision of Union Pacific Railroad (formerly Chicago and North Western Transportation Company), now known as the Sangamon Valley Trail Bikeway.

All property transfers are subject to existing public utilities, public roads, and all recorded reservations, easements, encumbrances, covenants, and restrictions.

Property reverts to the Illinois Department of Natural Resources if it ceases to be used for public purposes.

Director must obtain certified copies of the Act and record the deed in the appropriate county Recorder's Office within 60 days of the Act's effective date.
