Removes kidney disease treatment centers from the Illinois Health Facilities Planning Act's scope of regulated facilities.

Prohibits the Health Facilities and Services Review Board from considering an applicant's charity care when granting permits, though population growth may be considered.

Requires the Governor to determine compensation for voting members of the Board commensurate with their duties and professional credentials.

Eliminates the Department of Public Health's authority to review and certify applications, making the Board independent of state agencies.

Removes the December 31, 2019 repeal date for the Act and takes effect immediately upon becoming law.
