Amends Illinois Vehicle Code Section 6-305.2 to establish liability limits for vehicle rental companies when collecting damages from renters for vehicle damage or theft.

Caps renter liability at the lesser of actual repair costs (reflecting rental company discounts) or fair market value of the vehicle immediately before damage occurred.

Limits liability for theft losses to $2,000, unless renter failed to exercise ordinary care or aided the theft, in which case liability extends to fair market value.

Requires rental companies to obtain repair estimates, provide copies to renters and their insurers, and allow renters 72 hours to inspect and obtain a second estimate if repair costs exceed $3,500.

Prohibits rental companies from requiring advance deposits or payment for damage before liability is agreed upon or legally determined, and requires them to submit claims to renter's personal insurance when coverage is confirmed.
