Illinois Early Learning Council must make recommendations for early childhood block grant appropriations needed to provide high-quality early childhood and family education programs to all eligible children

Recommended appropriation levels must be based on research and reports about program components that contribute to positive child outcomes

State Board of Education shall provide necessary data to the Council to support its recommendation-making responsibilities

Council must submit its recommendations to the General Assembly by January 1 of each odd-numbered year, beginning January 1, 2011

Act takes effect upon becoming law
