Appropriates $29,100,000 from the General Revenue Fund to the State Board of Education for the Illinois Textbook Loan Program.

Provides free secular textbooks to students in grades kindergarten through 12 enrolled in public schools or compliant non-public schools.

The program serves approximately 2.1 million school children and 164,000 educators throughout Illinois.

Textbooks must have current information and be in good working condition, and the program serves as a sole source of instructional materials funding for many school districts.

Takes effect July 1, 2010.
