Changes the deadline for judges to file declarations of judicial retention from the first Monday in December to the first Monday in April before the general election.

Adjusts campaign finance reporting requirements and timelines to align with the new June primary election date, including removal of special general primary election reporting exemptions.

Modifies the printing and mailing restrictions for legislative newsletters and brochures from December 15 through the primary election to April 15 through the primary election.

Takes effect immediately upon becoming law.
