Establishes a specialty retailer license classification for the Illinois Lottery to facilitate year-round sale of instant scratch-off lottery games benefiting the Veterans Assistance Fund.

Limits specialty retailer licenses to veterans service organizations that are formed by and for U.S. military veterans, chartered by Congress, incorporated in Illinois, maintain a state headquarters in Illinois, and are not funded by the state or any county.

Requires specialty retailers to purchase tickets at face value upfront from the Illinois Lottery and resell them at face value, with the ability to obtain refunds for unsold tickets.

Provides specialty retailers a 2% sales commission on the face value of purchased tickets, less adjustments for returns, and an additional 1% bonus for selling winning tickets valued at $1,000 or more.

Exempts specialty retailer licenses from standard lottery retailer fees established in Section 10.2 of the Illinois Lottery Law.
