SB3720 - Work 4 Savings Initiative Act

• Creates a mandatory 4-day work week program for full-time salaried State employees in agencies under the Governor's jurisdiction, consisting of 10-hour workdays Monday through Thursday.

• Requires the Governor to implement the program by executive order within 60 days, with the Department of Central Management Services responsible for establishing and monitoring the program.

• Mandates the program maintain fiscal neutrality and preserve annual holiday leave accrual, with federal or State holidays counting toward the 4 work days when they fall Monday through Thursday.

• Exempts 17 categories of State operations including higher education institutions, correctional facilities, State Police, medical centers, emergency management, transportation agencies, and the judiciary.

• Requires the Department to establish a toll-free hotline and website for public information, monitor cost savings in energy and transportation, and report annually to the Governor and General Assembly on program implementation and results.
