• Creates a new Section 22.51a requiring registration and regulation of uncontaminated soil fill operations at quarries, mines, and other excavations, with specific testing, certification, and documentation requirements for operators.

• Implements a fee structure of 20 cents per cubic yard (or 14 cents per ton if weighed) for clean construction debris and uncontaminated soil accepted at permitted fill operations, with local governments capped at 10 cents per cubic yard.

• Makes violations of Sections 22.51 and 22.51a enforceable through administrative citation with civil penalties of $1,500 per violation ($3,000 for repeat violations), and requires the State to adopt rules establishing contaminant concentration limits for "uncontaminated soil" within one year.
