Amends the Excellence in Academic Medicine Act to reclassify the University of Illinois at Urbana's primary teaching hospital from an "independent academic medical center hospital" to a "qualified non-Chicago Medicare Metropolitan Statistical Area academic medical center hospital"

Repeals Section 35 of the Act, which established the Independent Academic Medical Center Fund program

Removes restrictions that prevented hospitals receiving funds from the Independent Academic Medical Center Fund from also receiving funds from the Medical Research and Development Fund or Post-Tertiary Clinical Services Fund

Modifies payment provisions to require funds to be paid directly to the academic medical center hospital due the funds, eliminating the previous requirement that University of Illinois funds be funneled through the University of Illinois at Chicago Medical Center

Takes effect July 1, 2010
