Adds Section 12-4.40 to the Illinois Public Aid Code establishing procedures for maximizing federal Medicaid reimbursement across state and local government programs.

Requires the Department of Healthcare and Family Services to accelerate payment vouchers for long-term care and developmentally disabled care facilities to claim enhanced federal matching funds before the American Recovery and Reinvestment Act (ARRA) funding expires.

Mandates community-based providers bill Medicaid mental health services directly to the Department of Healthcare and Family Services rather than through other intermediaries, effective July 1, 2011.

Establishes the Healthcare Provider Relief Fund to receive revenues generated by these program changes, after deducting reasonable administrative costs.

Requires the Department to work with the Department of Children and Family Services to identify existing programs that can be converted to Medicaid to secure federal financial participation and to contract with vendors to recover third-party insurance funds on behalf of Medicaid enrollees.
