Appropriates $1,186,647,400 in General Funds and $118,515,700 in Other State Funds totaling $1,305,163,100 to the Department of Corrections for fiscal year 2010-2011.

Funds operations across 26 correctional facilities statewide including major institutions like Stateville ($106,017,100), Menard ($72,633,600), and Pinckneyville ($72,633,600).

Allocates $65,000,000 from the Reimbursement and Education Fund for school district programs, federal programs including construction of additional beds and treatment programs, and miscellaneous programs including medical costs and food.

Requires all repair, maintenance, and capital improvement contracts from designated appropriations to receive prior written Governor approval before obligation of funds.

Takes effect July 1, 2010, with appropriations covering personal services, social security contributions, contractual services, equipment, telecommunications, and facility operations across the corrections system.
