Appropriates $4,599,000 in federal funds to the Illinois Council on Developmental Disabilities for fiscal year beginning July 1, 2010.

Allocates $2,099,000 for ordinary and contingent expenses including personal services ($892,500), retirement contributions ($270,000), social security ($68,300), group insurance ($203,000), contractual services ($469,700), and other operational costs.

Appropriates $2,500,000 for awards and grants to community agencies and other state agencies.

Takes effect July 1, 2010.
