Appropriates $100,731,300 from the General Revenue Fund to the Board of Trustees of Northern Illinois University for ordinary and contingent expenses for fiscal year ending June 30, 2011.

Allocates $87,646,200 for personal services, including salaries and accrued but unpaid compensation for academic personnel during the 2010-2011 academic year.

Provides $6,397,500 for contractual services, $2,191,500 for group insurance, and $828,400 for state contributions to Social Security and Medicare.

Appropriates $36,000 from the State College and University Trust Fund for scholarship grant awards under Public Act 91-0083.

Takes effect July 1, 2010.
