Appropriates $9,232,500 from Other State Funds to the Illinois Racing Board for ordinary and contingent expenses for the fiscal year beginning July 1, 2010.

Allocates $9,134,100 from the Horse Racing Fund for operations including personal services ($1,130,000), employee retirement contributions ($324,500), group insurance ($186,700), and laboratory and racing regulation programs ($2,115,200 and $4,672,000 respectively).

Appropriates an additional $98,400 from the Horse Racing Fund for costs related to a Government Services Shared Services Center.

Takes effect July 1, 2009.
