Appropriates $27,993,400 in General Funds, $3,280,000 in Other State Funds, and $5,500,000 in Federal Funds to the Board of Higher Education for fiscal year ending June 30, 2011, totaling $36,773,400.

Allocates $2,976,000 from General Revenue Fund for Board of Higher Education ordinary and contingent expenses including personal services ($2,238,800), contractual services ($568,500), and other operational costs.

Appropriates $17,719,800 to Illinois Mathematics and Science Academy for ordinary and contingent expenses, with $17,669,800 from General Revenue Fund and $3,050,000 from IMSA Income Fund.

Provides $1,716,000 for University Center of Lake County operational expenses and establishes targeted funding for nursing education ($880,000), cooperative work study programs ($1,230,000), and STEM diversity initiatives ($590,000).

Takes effect July 1, 2010, and includes appropriations for federal grants ($5,500,000), nurse educator fellowships ($180,000), and various educational technology systems ($435,000 combined).
