Appropriates $49,585,800 total for the Department of Military Affairs for fiscal year beginning July 1, 2010: $11,957,900 from General Funds, $8,000,000 from Other State Funds, and $29,627,900 from Federal Funds.

Funds Office of the Adjutant General operations with $1,703,900 from General Revenue Fund for personnel services, social security contributions, contractual services, travel, and equipment.

Funds Facilities Operations with $10,246,600 from General Revenue Fund and $10,790,800 from Federal Support Agreement Revolving Fund for Army/Air National Guard facility maintenance.

Appropriates $4,889,700 for Lincoln's Challenge program and $1,200,000 for Lincoln's Challenge Allowances from Federal Support Agreement Revolving Fund.

Provides additional appropriations: $11,500,000 for Army National Guard Facilities operations, $7,400 for historic artifact preservation, $3,000,000 from Military Affairs Trust Fund for youth programs, and $5,000,000 from Illinois Military Family Relief Fund for grants to military members called to active duty after September 11, 2001.
