Appropriates $14,017,600 total for the Law Enforcement Training Standards Board's ordinary and contingent expenses for fiscal year beginning July 1, 2010.

Allocates $3,047,900 from the Traffic and Criminal Conviction Surcharge Fund for operations including personal services ($1,547,600), retirement contributions ($468,200), insurance ($362,500), and contractual services ($325,500).

Provides $97,000 each from the Police Training Board Services Fund and Law Enforcement Camera Grant Fund for law enforcement training and camera installation grants to local government units.

Allocates $388,000 from the Death Certificate Surcharge Fund for death investigation services related to the Vital Records Act.

Appropriates $10,387,700 from the Traffic and Criminal Conviction Surcharge Fund as grants-in-aid for payment and reimbursement of training and training services.
